What Is MOTUS?

MOTUS is the Federal Motor Carrier Safety Administration’s new online registration system. If you’re applying for a USDOT number or operating authority in 2026, you’ll be using MOTUS. Here’s what you need to know.

MOTUS is FMCSA’s replacement for three older systems: the original FMCSA Portal, the Licensing & Insurance system, and the URS (Unified Registration System) wizard. The agency spent years consolidating these into one platform.

The rollout happened in phases:

Phase I (December 8, 2025): MOTUS opened to supporting companies only — meaning BOC-3 filers, insurers, and financial responsibility filers. If you were filing a blanket of coverage or working with a process agent, you could use it then.
Phase II (May 14, 2026): MOTUS opened to ALL regulated entities. This includes carriers, brokers, and freight forwarders applying for USDOT numbers and operating authority, as well as updates to existing registrations. On that same date, FMCSA permanently shut down the old systems.

If you’re reading this after May 2026, MOTUS is the only system you can use for new authority applications.

What MOTUS Does

MOTUS is a filing system. It lets you:

Apply for a USDOT number
Apply for operating authority (MC, MX, or FF docket number)
Update your existing MCS-150 form (the application itself)
File or renew your BOC-3 (process agent designation)
File your UCR (Unified Carrier Registration)

It’s the digital front door to federal registration. But here’s what’s important: registering is not the same as being compliant.

Getting a USDOT number and filing your authority application doesn’t mean you’re audit-ready, insured properly, or meeting any of the hundreds of other FMCSA requirements. Registration is just the first gate. To actually stay in business, you’ll need to satisfy the requirements in the Comply pillar and prepare for the audits covered in the Pass Audits pillar.

A Critical Correction: MC Numbers Are NOT Being Eliminated

You may have read on other trucking websites and blogs that FMCSA eliminated MC numbers, MX numbers, and FF numbers on October 1, 2025. This is incorrect. It’s the most common misconception about MOTUS, and it matters because it affects your planning.

Here’s the fact: FMCSA’s official registration page (verified live and last updated April 20, 2026) still lists Operating Authority as active with a current fee table. You still apply for MC, MX, or FF numbers just as before. FMCSA has only noted that these docket numbers are “under consideration” for possible elimination in a future rulemaking — but no elimination has occurred.

The confusion likely stems from early proposals and outdated blog posts that didn’t get updated. But if you’re filing for operating authority right now, you’ll be getting an MC, MX, or FF docket number. Plan accordingly.

How to Access MOTUS

To use MOTUS, you need two things:

1. A Login.gov account: MOTUS uses Login.gov, a federal login system. If you don’t have one, create it at login.gov. You’ll use your email address and set a password.

2. IDEMIA identity verification: FMCSA requires identity verification for access. IDEMIA is the third-party service that handles this. After you create your Login.gov account, MOTUS will guide you through IDEMIA verification. This involves confirming your identity using information from government records. It’s a standard step that typically completes in minutes.

Once you’re logged in and verified, you can start your application.

What MOTUS Does NOT Do

MOTUS is not a compliance system. It doesn’t check whether you have insurance, whether your maintenance program meets standards, whether your drivers are trained, or anything else in the actual operation of your business. It’s a registration filing system only.

Before your authority goes “Active,” you’ll need to file your BOC-3 (process agent) and proof of insurance. But MOTUS itself just handles the application. The substance of compliance comes after — and that’s where Comply and Pass Audits come in.
